How to Submit a Report of Suspected Fraud in Connection with the IHDA’s COVID-19 emergency housing assistance programs.

Allegations of suspected waste, fraud and abuse in connection with the Illinois Housing Development Authority’s (IHDA’s) emergency housing assistance programs should be submitted in writing using the web form below. IHDA takes all such allegations seriously and will review the information you provide as soon as possible. The length of time required to review the allegation is determined by a number of factors, including the nature of the allegation and the number of documents that may need be obtained and analyzed. IHDA will complete the review as expeditiously as possible.

Please note, you will be contacted directly if IHDA needs additional information or clarification. Depending on the nature of IHDA’s own investigation or that of another agency, and because of the confidentiality of the information that IHDA collects in its administration of the program, we may not be able to contact you with the outcome of your allegation. IHDA may refer matters to another agency when it appears that the allegations may be more appropriately addressed by that agency. In addition, certain reports sent to IHDA may require the involvement of other investigative or prosecutorial entities. Criminal matters, for example, may require the participation of, or referral to, other prosecuting or law enforcement authorities. IHDA may refer a criminal matter to the Illinois State Police or other appropriate law enforcement authority.

IHDA’s current and past COVID-19 emergency housing assistance programs include Illinois Rental Payment Program (ILRPP), Illinois Housing Assistance Program (ILHAF), Court-based Rental Assistance Program (CBRAP), and Asylum Seekers Emergency Rental Assistance Program (ASERAP).
